Winners Announced: The W. Gregor Macfarlan Excellence in Contract Management Research and Writing Program

ASHBURN, Va., March 30 /PRNewswire-USNewswire/ -- The National Contract Management Association (NCMA) is pleased to announce the winners of the inaugural W. Gregor Macfarlan Excellence in Contract Management Research and Writing Program.

First-place in the professional category was awarded to Dr. John Wyatt for his paper "Can the Government Property Clause Finally Achieve First-Rate Standing Under the Christian Doctrine?" In the graduate category, Vicky W. Knerly was the selected for her submission "Contracting with the U.S. Government: A Small Business Perspective." Wyatt and Knerly will each be awarded a $5,000

prize, and the papers will be published in the Journal of Contract Management. The undergraduate winners are Matthew Miller and Samantha Gonzalez for their paper titled, "A New Approach to Solving the Contract Administrator Shortage." Miller and Gonzalez will each be awarded a $1,000 prize, and will be published in Contract Management magazine. All of the winners will be invited to present their papers at World Congress 2007, April 22-25, 2007, at the Hyatt Regency in Dallas, Texas.

Papers submitted for consideration presented research in the field of contract management from a variety of basic disciplines: business, finance, marketing, management, accounting, management information systems (MIS), public administration, economics, and business education. Topics included: best practices, ethics and integrity, workforce issues, performance-based acquisition (particularly performance metrics), contract performance incentives, inter-agency contracting (public contracting), e-commerce, e- procurement, technology-enabled contract management, outsourcing and privatization, and innovative practices.

The award program is sponsored by LMI Consulting, Inc., a nonprofit strategic consultancy committed to helping government leaders and managers reach decisions that make a difference, and the Donna S. Ireton Foundation, which makes donations and provides grants to support scientific research, educational, and community purposes.

W. Gregor Macfarlan served the contract management profession for more than 40 years, as a researcher, author, mentor, and teacher. He once served as NCMA's national president, and held numerous volunteer leader positions with NCMA and the Washington, DC, Chapter. Macfarlan was one of the most respected and beloved people ever to serve the contract management profession. Still active in the profession at the time of his passing in 2005, he was a senior research associate at LMI Consulting, Inc., in McLean, VA.
