TransCore Awarded $35 Million Contract to Provide Bay Area Toll Authority with an Advanced Toll Collection and Accounting System

The Bay Area Toll Authority (BATA) awarded TransCore : a $35 million contract to design, develop, test, install and maintain a new advanced toll collection : and accounting system (ATCAS II) for seven San Francisco Bay area bridges; the contract includes a six year maintenance option.
Design is underway and slated for completion by 2012.

Seven toll bridges in the San Francisco Bay area are owned and operated by the state, with tolls administered by BATA. These seven bridges provide essential transportation arteries for the traveling public, accommodating on average a total of more than 348,000 vehicles a day and support 73 toll lanes. The bridges and their number of toll lanes include.

The Antioch Bridge : – 2 mixed-use lanes, 1 ETC-only lane
- The Benicia-Martinez Bridge : – 9 mixed-use lanes, 3 open road tolling lanes
- The Carquinez Bridge : – 7 mixed-use lanes, 5 ETC-only lanes
- The Dumbarton Bridge : – 4 mixed-use lanes, 2 ETC-only lanes, 1 HOV lane
- The Richmond-San Rafael Bridge : – 5 mixed-use lanes, 2 ETC-only lanes
- The San Francisco-Oakland Bay Bridge : – 14 mixed-use lanes, 6 ETC-only lanes, 2 HOV lanes
- The San Mateo-Hayward Bridge : – 5 mixed-use lanes, 5 ETC-only lanes


After 13 years, the current toll collection system is nearing the end of its product life and cannot accommodate new functionality, such as configurable pricing or integration with Express Lane systems. The new ATCAS II project will replace the current toll collection system with a modern, configurable and expandable system. The project includes the replacement of in-lane and toll booth equipment, development and installation of hardware and software systems for a new toll collection system, and ongoing maintenance for the system. The new radio frequency identification : (RFID) equipment will include TransCore’s multiprotocol Encompass® 6 reader : in all of the lanes.

The proposal evaluation panel included BATA operations and finance staff, and was supported by Caltrans and outside technical advisors.

After evaluating proposals submitted by five bidders, the panel unanimously awarded the contract to TransCore.
