PCT Government Relations, LLC announced today that Charisse Espy Glassman, former senior advisor on the House Foreign Relations Committee, has joined PCT Government Relations as Vice President to launch its Energy and Sustainability Practice. Ms. Espy Glassman will provide services that help clients assess the strategic and political environment around domestic and international energy issues and develop effective strategies for

addressing difficult climate change and sustainability challenges.

Ms. Espy Glassman spent eight years as an advisor on the House International Relations Committee where she advised the Chairman and the Ranking Member concerning economic development and human rights policy, concentrating primarily on Africa. She was appointed by former President Carter to advise Members of Congress at the inauguration of the President of Liberia, counseled Members of Congress on micro-credit financing of women in rural areas, and international agricultural issues. Her previous experience also includes work at the International Trade Administration focusing on developing market access and compliance issues for U.S. oil and gas projects during the Clinton Administration.
She has also worked with the intelligence community during the Clinton and Bush Administrations.

“Charisse’s eight years of experience working with leaders in the House to address the most difficult international issues, work with leading NGOs, and years of relationships with senior Democratic officials adds tremendous depth and diversity to PCT’s team,” said Chris S. Israel, Managing Partner of PCT Government Relations. “The challenge of developing sensible policies for sustainable growth is one of the most significant issues we face, and I am very excited that Charisse will lead PCT’s efforts in this area.”

“I am excited to join this team of well-respected and talented public policy advocates,” added Ms. Espy Glassman.

Prior to joining PCT, Ms. Espy Glassman was director of government relations for the U.S. Committee for Refugees and Immigrants where she advocated on Capitol Hill on appropriations, 150 Account, Iraq, Sudan, child soldiers, human trafficking, genocide, women and children refugees and foreign policy issues.

Ms. Espy Glassman is a past ten-year member of the Council on Foreign Relations, served on the Board of Directors for the Nyumbani Kenya AIDS Project, Beth El House and Society for International Development, served as an advisor to the Department of Defense’s African Center for Strategic Studies and has been an election monitor in Haiti, Liberia, Togo, Nigeria and South Africa.

Ms. Espy Glassman has also been a sought after Democratic campaign strategist, having served as a surrogate for the presidential campaign for Sen. John Kerry (D – MA), a surrogate for Sen. Mark Warner (D – VA), a field director for Sen. Jim Webb (D – VA), and a fundraiser for Hillary Rodham Clinton’s presidential campaign.

“Charisse is the daughter of a mayor, niece of a former U.S. Congressman and U.S. Secretary of Agriculture, and sister of a state legislator,” said Raymond Millien, co-founder of PCT. “She’s been involved in political campaigns her whole life and thus will bring deep knowledge and passion not only to meet our clients’ energy and international trade policy needs, but campaign strategy needs as well.”

Ms. Espy Glassman received her B.A. in English from Southern University and a M.A. in International Law from the American University. She is fluent in Spanish.
