Three Named to Real Estate Center Advisory Committee

- Gov. Rick Perry has appointed three new members to the advisory committee for the Real Estate Center at Texas A&M University. One is from North Richland Hills, one from Amarillo and one from Pipe Creek near San Antonio.

Mona R. Bailey of North Richland Hills is a Baylor University graduate who retired from Electronic Data Systems in Plano

in 1999. She has worked this year on an ad hoc group examining ways to reform the Texas property tax appraisal system. Last year she served on a site selection group for a new health clinic in Watauga.

Bailey is active in the Republican Party at many levels, including serving as a delegate to the national convention this year. She replaces Douglas Schwartz of El Paso and will represent the general public.

For Joe Bob McCartt of Amarillo, this is a second term on the committee. His previous appointment ended in 2005. McCartt is president of McCartt & Associates Inc. and a member of the North Texas Commercial Association of Realtors. He also is a member of the Texas and National Associations of Realtors. He received the highly respected Certified Commercial Investment Member (CCIM) designation in 1997.

An Amarillo native, McCartt attended Amarillo College and West Texas State University before graduating in 1971 with a BBA from the University of Mississippi. He replaces David Dalzell of Abilene as the committee's real estate brokerage representative.

Kathleen McKenzie Owen of Pipe Creek northwest of San Antonio is a real estate broker and owner of McKenzie-Owen, a commercial real estate and development firm. She also teaches real estate in Texas, Utah, Oklahoma and Arizona.

She received a bachelor's degree from Angelo State University and a master's from Sul Ross University. She holds many professional designations, including Graduate Realtors Institute (GRI). She is a member of the Bandera, Permian Basin, Texas and National Associations of Realtors. She has held numerous positions at the local, state and national levels in the Women's Council of Realtors.

Owen replaces Tom Gann of Lufkin as the committee's representative of brokers involved in the ownership or construction of real estate.
