On the 23rd of May 2003, Paul Bremer ordered the Iraqi Army and the intelligence services to be disbanded. It was widely acknowledged that some sort of reform of the Iraqi army was needed, however, the United Nations official Lopes da Silva subsequently highlighted that the decision to demobilise 400,000 soldiers without any reintegration efforts was an ill-advised decision, which could result in conflict.

Today elements continue to wage a campaign of sabotage and on-going resistance. Hence, the question arises whether adequate efforts to facilitate the reintegration process of former soldiers actually could have resulted in a more stable security situation in Iraq today.
