FairWarning, Inc., the inventor and world’s leading supplier of patient privacy monitoring solutions, today released a survey of all Foundation and non-Foundation Trusts and NHS Boards across the United Kingdom. An overwhelming 90 percent of respondents stated that the Caldicott Information Governance Review (Caldicott2) recommendations are considered important to the organisation’s priorities.
Survey findings demonstrate more Trusts are strategically investing to ensure secure data sharing and use of electronic health records to deliver the best care to patients. Almost 95 percent of respondents noted their organisations were proceeding in implementing the Caldicott2 recommendations because it is in the best interest of patients and critical to protecting the reputation of the institution.
According to the survey, the vast majority of Trusts, 75 percent,
do not plan to wait for central guidance on implementing appropriate information governance. However, 98 percent of respondents believed the central bodies could improve guidance, including consolidating guidance into one Toolkit or Code of Practice and setting out specific milestones and time-scales.
A disparity in the prioritisation of executing Caldicott2 between the top executives of the organisation, including the Board of Directors, CEO, Caldicott Guardian and SIRO, and the senior management team, is revealed in the survey findings.
- Nine out of 10 respondents assert that their organisation’s Caldicott Guardian and SIRO take their accountability to protect patient confidential data seriously or very seriously
- The same respondents reported that six out of 10 believe their senior management team takes their accountability to protect patient confidential data seriously or very seriously.
These two findings together suggest a schism between executives at the top of the organisation who are held personally accountable for the protection of patient privacy and senior management who do not have the same legal personal accountability yet are responsible for implementation of critical privacy initiatives and related purchases, including Caldicott2. Findings suggest that priority alignment could be achieved through education on how privacy is critical to the Trusts’ digital health strategy.
Survey respondents stated their organisations appreciated the importance of not only foundational technologies designed to protect patient privacy such as encryption and anti-virus; but also strategic technology investments including privacy breach detection, incident management and identity management.
“The only way the NHS can realise its digital ambitions to share electronic health information across health and social care is to ensure privacy is a fundamental foundation of the ehealth strategy. In December of 2013, FairWarning commissioned an independent firm to execute a national survey of UK Trust healthcare providers. The survey was designed to elicit answers regarding opinions and insights on the relevance of Caldicott2 recommendations and implementation of the recommendations within their organisation.
