LONG BEACH, Calif. – Members of the Solid Waste Association of North America (SWANA) Collection & Transfer Technical Division have elected Marc J. Rogoff, Ph.D., of SCS Engineers as their International Board of Directors Representative. In this capacity, Dr. Rogoff will provide leadership and representation for the solid waste and recyclables collection and transfer industry worldwide. Solid waste and recyclables collection is the largest solid waste budget item for many municipalities. He will assume his new position on the International Board during the upcoming WASTECON meeting in Dallas, Texas.
Dr. Rogoff has held a number of senior positions in the Solid Waste Association of North America (SWANA) and the American Public Works Association. Dr. Rogoff is a nationally known published
expert in the procurement and operations of solid waste collection, recycling and materials recovery programs and facilities, waste to energy, and the economic feasibility of solid waste systems.
SWANA is the leading professional association in the solid waste field, serving more than 8,000 members throughout North America, as well as offering regular conferences, certifications, publications, and technical training courses. As a Board Representative, Rogoff’s responsibilities include furthering the innovative integration of industry developments and legislative initiatives tied to collection and transfer management, which relies heavily on efficiency and reliability of financial and process data studies.
Rogoff stated, “SWANA’s contribution to the solid waste industry is of major importance as rules governing solid waste and the implication of new technology are rapidly changing our business. I look forward to contributing and exchanging ideas with SWANA members to serve our clients and the international community better.”
Dr. Rogoff has over 25 years of experience in solid waste management as a public agency manager and as a consultant working out of the SCS Engineers Tampa, Florida, office. He has managed more than 400 consulting assignments across the United States and abroad on literally all facets of solid waste management including, waste collection studies, facility feasibility assessments, facility site selection, property acquisition, environmental permitting, operation plan development, solid waste facility benchmarking; ordinance development, solid waste plans, financial assessments, rate studies/audits, development of construction procurement documents, bid and RFP evaluation, contract negotiation, and bond financings.
Dr. Rogoff has directed feasibility reports for nearly two dozen major public works projects totaling more than $1.2 billion in project financings. His efforts have included the development of detailed rate models to establish the financial feasibility of each project, long-term economic forecasts, and projected rate impact on project users and customers.
