WASHINGTON, March 23 /PRNewswire-USNewswire/ -- Congressman Chaka Fattah released the following statement regarding his vote on H.R. 1591:

"On October 10, 2002 I voted against giving the President authorization to go to war against Iraq. Today I reiterated my stance against such an ill conceived idea and voted in support of the U.S. Troop Readiness, Veterans' Health, and Iraq Accountability Act. The legislation, H.R. 1591 sends a clear message to our troops, to this Administration and to the people of Iraq.

"To the troops; we honor you, we commend

your selfless sacrifice and service to our nation. We salute the support and courage of the family members who have stood strong behind you as you serve in unsafe areas of conflict.

"To this Administration; it is time to change direction in Iraq. It is time to bring our troops homes and end their engagement in what has clearly become a civil conflict. It is time to ensure that once home, our veterans are provided the medical and psychological care necessary to reintegrate into society.

"To the Iraqi government, it's time to stand up and be accountable. To improve the performance of your security forces; to work in an effort that will bring diplomatic resolution to all warring fractions in your country. It's time to step up so America can step back.

"As Members of Congress, elected to serve the interest of the people of this great country, we have made a choice to call for accountability and set a schedule for the phased withdrawal of our troops. It is a plan that will safeguard our troops in the field and at home, require accountability of the Administration and the Iraqi government, and set a reasonable and responsible timeline for withdrawal of the troops.

"Congress has heard the will of the American people and it has heeded the call to change course."
