Regulatory pressure on mobile access and origination obligation has eased in past years in Europe. This is the consequence of the success of commercial negotiations in establishing MVNO businesses. There are probably hundreds of active MVNOs now in Europe; Northern European countries such as Denmark, the Netherlands and the UK count many. In other countries in Southern Europe such as

France and Italy, MVNOs have just commenced their operations. As a result of this trend, in its last review of the Recommendation on Relevant Markets, the EU has decided to remove the market for mobile access (market 15) from the list of markets to be looked into by national regulatory authorities (NRAs). Despite this, some countries do still regulate this market. In this report, we discuss the current status of mobile access regulation in Europe, as well as other trends related to mobile access, such as infrastructure sharing and spectrum liberalisation, and their likely impact on the regulatory scene.
