The new operating company will join the umbrella of services available under BBCG, which also includes Balfour Beatty Capital, Inc. and Balfour Beatty Communities, LLC (BBC). BBES will provide Energy Services Programs that identify and execute
cost-saving renewable energy and energy efficiency projects across the United States.
Utilities and energy experts Tabitha Crawford and Richard Lucy will lead the new operating company, headquartered in Nashville, Tennessee. Both have achieved Certified Energy Manager (CEM) designation, the only energy certification recognized by the U.S. Department of Defense. Prior to forming BBES, Crawford and Lucy had been retained by BBCG to assist with energy-related programs as owners of Rayan Solutions, LLC, a company focused on energy efficiency, conservation and renewable energy solutions.
BBES will offer solutions in four main categories of business: renewable energy, energy efficiency, utilities management, and sustainability initiatives. The new company will manage energy consumption and spending at the 44 communities currently operated within BBC’s existing Military Housing Privatization Initiative (MHPI) portfolio. In addition, the new company’s services will target other opportunities across the country, including third-party MHPI sites, government housing, municipalities, universities, schools, hospitals and other facilities.
Utilities and energy spending represents the single largest expense for many multifamily and commercial construction projects. Energy management and sustainability initiatives have become a key focus for businesses committed to environmental responsibility that are also looking for ways to control costs and manage their bottom line.

Tabitha Crawford is a national advisor and speaker on sustainability programs with a background in finance, financial management and payment systems development. She contributed to the Presidential Climate Action Plan and the Institute for Sustainable Practice at Libscomb University as a Practitioner Faculty Member. Crawford spent four years as Senior Vice President of Sustainability & Innovation for Actus Lend Lease, and also served as the CEO of Military Assistance Company. She holds a B.S.
in Business Administration from the University of Louisville, an MBA from Fairfield University, and a Masters in Bank Management from the Graduate School of Retail Bank Management held at the University of Virginia.

Richard Lucy is a Certified Public Accountant (CPA) with extensive background serving as an advisor to utilities providers, universities, and government programs such as the Department of Navy, the Air Force, and the Office of the Assistant Secretary of the Army for Installations & Environment. He has advised on utilities billing, municipal services, energy management policy and technology. As a Utilities Manager of military housing, he reduced energy and water expenses by over $7.0 million during 2007 and developed the first smart metering program within the MHPI. Lucy served 25 years in the Army in a variety of positions in Army Aviation and Military Intelligence, and holds a Bachelor of Business Administration in Accounting from Austin Peay State University, as well as a B.S. from Campbell University.
