The story is narrated by a retired Professor of Political Science, who lives away from his
family in an old house. How he tries to make peace with the rats and his experiment with the cat depicts common Indian experience with the ruling party and the opposition. Philosophy of Mahatma Gandhi, Machiavelli and Plato is also discussed in this book in a unique way. The narrator, who gains some experience through his experiments, finally decides to write his views on Indian Politics. Finally a poem about how this old man dreams India to be becomes the conclusion.
The book also proposes that the education system in India must take a practical approach to Indian Government and politics. It proposes that topics like Local Development Fund and powers and functions of MPs and MLAs must be included in the high school and intermediate syllabi. The book is aimed at creating political awareness among the educated people in India.
The unique feature of the book is that it holds the common man responsible for the degradation of Indian politics and therefore suggests measures to be taken by educated people after voting. It further suggests that there is no rescue for the common man if he continues to choose one party over another.
