The procurement function in the Middle East has usually relied on traditional methods whilst the project delivery system has evolved globally in the past few decades. Speaking on these advancements and how the function of procurement can be made into a fully automated process through e procurement and tendering is Eng. Moustafa Helmy of Qatar Foundation.
Heading the Systems Support for the Procurement Directorate at Qatar Foundation, Helmy is of the opinion that the region is slowly leading towards more efficient ways of tendering. In a pre-event interview, Helmy stated that the Middle East is increasingly able to offer greater volume of opportunity to tempt inward investment contractors thus creating pressure on better advancement of procurement process. Helmy commented "In most
cases, Middle East although pressured, is poised for transformation as both government and private sector clients open up to the idea of tailoring the procurement strategy to suit the project’s objectives and characteristics"
Over the years, Qatar Foundation has implemented the Oracle E-Business Suite as the ERP solution and utilizing the advanced procurement modules such as Purchasing, I-Procurement, I-Supplier portal, e- Sourcing, Procurement Contracts, Inventory Management and Mobile supply chain. Speaking at the upcoming Procurement Management Summit in Dubai, Helmy presentation on procurement automation through e-tendering will highlight the benefits on the speed and accuracy of such an implementation and how it improves the audit trail increasing the integrity and transparency of the tendering process.
