BLACK HILLS POWER ISSUES REQUEST FOR PROPOSAL FOR COMMUNITY RENEWABLE ENERGY PROJECT IN MONTANA SERVICE TERRITORY

RAPID CITY, SD - Nov. 14, 2012 - Black Hills Power is requesting proposals to
add to its portfolio of energy resources for its Montana customers with a
qualifying renewable energy project. Black Hills Power serves approximately 30
rural residential and commercial/industrial customers in southeastern Montana.

Montana established requirements for investor-owned utilities operating in the
state to collectively supply at least 50 megawatts of renewable energy credits
and electricity output from qualifying community renewable energy projects
beginning in 2012.

"This request is an opportunity for us to augment the power we supply customers
in Montana with qualifying renewable sources of energy" said Mike Theis,
director of utility strategies at Black Hills Power. "We are looking for
companies that have the capabilities of meeting our needs and the requirements
of the state of
